Mendocino county Policy #57, Telework Policy and Program Guidelines adopted by Minute Order by the Board of Supervisors April 5, 2022.

SUMMARY OF REQUEST:
Human Resources is recommending the Board of Supervisors adopt the revised policy being presented today which includes several revisions to increase overall accountability, manager oversight, and risk control. The updates include reducing ambiguity by clearly defining eligibility and standardizing expectations across departments, while also incorporating grammatical and formatting corrections throughout the document.

The revised structure maintains the Telework Policy as a high-level document focused on authority, purpose, and responsibilities, while shifting detailed operational rules, requirements, and expectations into the updated Program Guidelines. References to temporary or COVID-era practices have been removed or minimized to reflect current, long-term operational standards. In addition, the revisions introduce clear definitions for key terms such as teleworking engagement, assignment, and remote worksite.

The updates emphasize that telework is a conditional arrangement, not an entitlement. Approval is not guaranteed, even when eligibility criteria are met, and participation is contingent upon operational needs and employee performance.
