SUMMARY OF REQUEST:
This item provides an overview of the compensation survey methodology used to evaluate agency compensation relative to comparable labor markets. The analysis relies on labor market definitions established by the U.S. Office of Management and Budget (OMB), which classify regions based on levels of social and economic integration as measured primarily by commuting patterns. Five of the surveyed jurisdictions are not located within Metropolitan Statistical Areas (MSAs) and do not share labor markets with urban areas of 50,000 or more, while the remaining six agencies operate within MSAs, in some cases within the same MSA. Differences in labor market integration, median income levels, and housing costs are correlated with observed differences in total compensation levels among the surveyed agencies.
