Approve Agreement with Redwood Community Services, Inc, in the amount of $121,080 to provide housing Navigation Services to CalWORKs housing support customers in Mendocino County, effective July 1, 2020 through June 30, 2021; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do no increase the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
The California Department of Social Services (CDSS), CalWORKs Housing Support Program assists homeless CalWORKs families in quickly obtaining permanent housing, and provides wrap-around supports to families to foster housing retention. This program has been administered in Mendocino County since 2015, with Housing Navigation services provided by internal staff and Redwood Community Services (RCS). Due to a large volume of program applicants, County CalWORKS staff currently manages only homeless households that score high on the vulnerability index, and refers low scoring homeless households to RCS's Building Bridges Homeless Resource Center. Through the proposed contract, RCS will continue to provide Housing Navigation services to referred households to include landlord recruitment, tenant education and advocacy, and application assistance in order to increase access to rental properties for eligible households.
