SUMMARY OF REQUEST:
On September 22, 2024, Governor Newsom signed Assembly Bill (AB) 2561 into law to amend the Meyers-Milias-Brown Act adding Section 3502.3 to the Government Code.

Effective January 1, 2025, Assembly Bill (AB) 2561 declares that job vacancies in local government are a widespread and significant problem for the public sector, and that job vacancies may undermine labor relations between public agencies and employees. AB 2561 requires that, on an annual basis, public agencies assess and address vacancy rates to help avoid the negative effects of understaffing on the delivery of public services and public employees.

As outlined in Section 3502.3, the presentation must be made prior to the adoption of a final budget for the fiscal year. This report must also address the current recruitment and retention efforts and identify any changes to policies, procedures or recruitment activities that negatively impact efforts to reduce vacancies.
