Approve retroactive Agreement with Project Sanctuary in the amount of $143,910 to provide classes and counseling to CalWORKs (California Work Opportunity and Responsibility to Kids) Welfare to Work participants, effective July 1, 2026, though June 30, 2029; authorize the Social Services Director or designee to sign any future amendments that do not increase the maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
A Welfare to Work is the mandatory employment and training program for adults receiving CalWORKs (California Work Opportunity and Responsibility to Kids). The primary goal of the program is to help participants recognize and overcome barriers to employment, and to transition to long-term financial self-sufficiency.
Domestic abuse is a crime with far-reaching impacts. It is recognized as a major barrier to employment. Federal and State regulations authorize the use of Welfare to Work funds to help remove employment barriers for public assistance recipients. Helping victims, or potential victims, of domestic abuse requires more than a one-dimensional approach. Project Sanctuary's services include classes with a wide range of topics designed to raise awareness of personal relationship issues and means to break the cycle of abuse as well as individual and group counseling.
