Adopt Resolution reducing composition of the Behavioral Health Advisory Board (BHAB) from fifteen (15) to eleven (11) members, encouraging dual participation by up to five (5) qualifying members of Measure B Oversight Committee, directing meetings of each Advisory Board to be held on the same day, and directing revisions to BHAB bylaws; and authorize Chair to sign same.

SUMMARY OF REQUEST:
On August 29, 2023, the Board of Supervisors directed staff from Behavioral Health and Recovery Services to investigate options for merging the Behavioral Health Advisory Board (BHAB) with Measure B Oversight Committee to address the goals of increasing membership on the BHAB, streamlining processes, saving costs related to administration of meetings, and strengthening the connection between both advisory boards regarding common issues. On October 31, 2023, County staff presented their research and recommendations to the Board of Supervisors, and recommended against complete merger of the two advisory boards due to the statutory requirements for membership of BHAB which varies from that required by the local electorate for membership of Measure B.
