recommendation
Introduce and waive the first reading of an Ordinance Amending Chapter 2.44 of the Mendocino County Code concerning the Department of Public Health to establish the position of Director of Health Services and to update to current law and practices.
End
PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On December 17, 1951, Ordinance No. 328 was adopted to establish the County Public Department of Public Health, and subsequent amendments through the adoption of the following Ordinances: Ordinance No. 342, adopted September 15, 1953; Ordinance No. 1415, adopted January 28, 1975; and Ordinance No. 4152, adopted November 8, 2005.
SUMMARY OF REQUEST:
Chapter 2.44 of the Mendocino County Code establishes a local Department of Public Health. It is intended to meet requirements for state and federal financial assistance for local public health departments.
The majority of the provisions in Chapter 2.44 have not been updated since 1951. Among other things, the chapter refers to statutes that have since been repealed or changed, and to titles of positions that have since been changed (for example, the term "sanitarian" in Chapter 2.44 is now "registered environmental health specialist" under state law.)
The last substantive amendment to Chapter 2.44 was in 2005, when section 2.44.025 of the Mendocino County Code was adopted to provide for a Public Health Director.
