Ratify submission of grant application to the California Department of Health Care Services for the State Opioid Response IV Supplemental Recovery Housing Program; authorize the Health Services Director to execute the resulting grant Agreement, if Awarded, up to $237,738, for the project period of February 1, 2026 through September 30, 2026; and authorize the Health Services Director or designee to sign any amendments that do not increase the maximum amount.

SUMMARY OF REQUEST:
On December 9, 2025, Behavioral Health and Recovery Services (BHRS) received an invitation to apply for supplemental Recovery Housing, only open to existing Behavioral Health Bridge Housing grantees. The one-time funds aim to expand recovery housing and support services for transitional-age youth (TAY), ages 18-24, with opioid or stimulant use disorders.

BHRS created the proposed grant application for the State Opioid Response (SOR) IV Supplemental Recovery Housing Program, submitted it to the California Department of Health Care Services (DHCS) on December 31, 2025, and is now seeking Board of Supervisors (BOS) ratification of application submission, and approval for the Health Services Director to execute the grant Agreement, if awarded.
