RECOMMENDED ACTION/MOTION:

Authorize award and approve Agreement with Solano County Roofing, Incorporated in the amount of $281,945 for the Willits Library Roof Replacement Project at 390 East Commercial Street in Willits for the period of sixty calendar days from the date of issuance of the notice to proceed; Approve the Willits Library Roof Replacement Project plans and specifications; and authorize Chair to sign same.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On April 22, 2025, the Board provided direction to staff to proceed with the Willits Roof and Solar project in phases, beginning with the Roof replacement under normal Public Contract Code bidding procedures.

SUMMARY OF REQUEST:
Throughout most of 2024 and early 2025 staff proceeded with the Willits Library Roof and Solar Microgrid pilot project under the intention of utilizing an Energy Saving Performance Contracting (ESPC) model as allowed under Government Code section 4217.10 et seq Due to various factors including, the payback periods as shown in the cash flow analyses, additional costs associated with preventative maintenance required for the solar panels, the unknown costs related to tariffs, and the uncertainty around the incentive program administered under the current federal administration, staff ultimately determined the County would be unable to mak...
