RECOMMENDED ACTION/MOTION:
recommendation
Request CEO Antle review and provide recommendations to the MCAQMD Board of Directors on updates to the MOU (BOS Agreement No. 06-209) between the MCAQMD and the County.
End

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
August 29, 2006, an MOU was adopted "For the Provision of Services and Payment Therefore Between the County of Mendocino and the Mendocino County Air Quality Management District"

SUMMARY OF REQUEST:
As a District, the MCAQMD is an entity separate from the County, governed by a Board of Directors, which has the same membership as the Board of Supervisors. The support provided to MCAQMD by the County is broadly allowable through the existing MOU. However, the current MOU lacks specificity which may be useful regarding the intent of both Boards related to issues such as human resources, fiscal systems & practices, contract review, grant management, fleet management, insurance, computer networking, information technology, etc. It is requested that CEO Antle be asked to review the MOU and provide recommendations that would allow the MCAQMD Board of Directors to better define how best to ensure operational efficiency and transparency through this organizational partnership.

ALTERNATIVE ACTION/MOTION:
Provide alternative direction to staff.
