PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On March 23, 2009 the Board adopted the Inclusionary Housing Ordinance (IHO); March 20, 2017 the Board referred the Ordinance to the General Government Committee; May 8, 2017 the General Government Committee reviewed the Ordinance and referred it to the Board. On May 16, 2017 the Board discussed the Ordinance but provided no direction to staff. On March 13, 2018 the Board gave directive to have staff bring forward an item presenting alternative ways to encourage housing as well as potential revisions to the Inclusionary Housing Ordinance.

SUMMARY OF REQUEST:
The County of Mendocino has an inclusionary housing ordinance that was intended to increase the amount of affordable housing supply in the County. In effect, the ordinance has halted housing development. The Inclusionary Housing Ordinance is a failure. It has been used to stop the production of non-subsidized housing to fulfill a no-growth agenda, resulting in detriment to our County, the real estate market, home buyers, regional economics, and has exasperated the shortage of local labor force.

Return to staff for alternate handling.
