SUMMARY OF REQUEST:
According to existing law, each county treasury must have a Supplemental Law Enforcement Services Account (SLESA) to receive the allocated amount for certain purposes. This amount is divided into specified portions, with 50% of it going towards implementing a comprehensive multiagency juvenile justice plan in the county or city and county. The plan must be created by the local juvenile justice coordinating council and reviewed and updated annually. The council must also submit the plan to the Board of State and Community Corrections. Additionally, the county or city and county must report to the board of supervisors to evaluate the effectiveness of the programs, strategies, and system enhancements funded under these provisions, and the report must include specific information.

SB 1057 proposes that a juvenile justice coordinating council be established by each county or city and county to receive funding under these provisions. The bill also authorizes the board or any state agency overseeing the administration of these funds to evaluate whether a county or a city and county has complied with the requirements of these provisions. If a county or city and county fails to create a juvenile justice coordinating council, the board may determine appropriate remedial action or withhold funding.
