RECOMMENDED ACTION/MOTION:

Approve and appoint the Appointments-In-Lieu of Election for all candidates who filed their Declaration of Candidacy forms for the Caspar South Water District, Laytonville County Water District, and the Pacific Reefs Water District; and further authorize additional appointments of qualified persons be made for those districts that did not have sufficient number of candidates.

SUMMARY OF REQUEST:
The Caspar South Water District, Laytonville County Water District and the Pacific Reefs Water District have their regular district election in November of odd-numbered years. When the number of candidates does not exceed the number of offices to be filled, the candidates do not go on the ballot, but rather, the Board of Supervisors appoints, in lieu of election, those candidates who filed their Declaration of Candidacy paperwork. The Board of Supervisors may appoint any qualified person to fill any remaining offices for which there were insufficient candidates; additional appointments if any, must be made by November 7, 2023.

ALTERNATIVE ACTION/MOTION:
Do Not Approve/Appoint the Appointments-In-Lieu of Election and Provided Direction to Staff.
