Approve Agreement (second amendment to Agreement No. PA 23-48) with Deborah Yacobellis-Desmond, to extend the termination date from June 30, 2026, to June 30, 2027, for the continued maintenance and enhancement of the County's permit Trakit System; authorize the Department Head to sign any amendments that do not increase the maximum amount; and authorize the Chair to sign same.

SUMMARY OF REQUEST:
On November 1, 2022, the County entered into agreement no. PA 23-48 with Deborha Yacobellis-Desmond, to provide maintenance and enhancement to the County's permit "Trakit" system in the amount of $45,000 with a termination date of June 30, 2025. In 2025, the County amended agreement no. PA 23-48 to extend the termination date to June 30, 2026. Although it has now been several years since the last competitive bid, when last posted, it did result in only one response: Deborah Yacobellis-Desmond. Due to the sunset of the program, it is reasonable to conclude similar results will take place as the product is no longer available. With the current transition to Accela, it is imperative to have advanced knowledge of the Trakit system and how it functions with Planning & Building Services for an easier conversion to the new permitting system.
