The California State Department of Resources Recycling and Recover Department offers funds annually to local jurisdictions with Local Enforcement Agency, or LEA, programs to offset unfunded costs of the program. The exact annual award amount changes but has averaged ~$20,000 per FY. These State funds support the staffing costs of the program
