Ratify submission of grant application to the California Health Facilities Financing Authority for the Investment in Mental Health Wellness Grant Program for Children and Youth, to be expended by June 30, 2026; and authorize the Director of Behavioral Health and Recovery Services to sign any resulting Agreement, up to $1,971,948, and any amendments that do not increase the maximum amount.

SUMMARY OF REQUEST:
Senate Bill 833 (Section 20) expanded the Investment in Mental Health Wellness Act to address a continuum of crisis services for children and youth, 21 years of age and under. SB 833 allocated funding to develop crisis residential treatment, crisis stabilization, mobile crisis support teams and family respite care. As a result, the California Health Facilities Financing Authority (CHFFA) has available grant funds for the Investment in Mental Health Wellness Grant Program for Children and Youth, to be disbursed to California counties or nonprofit or public agency designees to support capital improvement, expansion and limited start-up costs.
