Accept the presentation from Rural Communities Housing Development Corporation (RCHDC) on the Marigold Vistas project; and provide direction to staff to allocate approximately $300,000 receipted for the HOME Program Income to the Marigold Villas Project.

SUMMARY OF REQUEST:
The Rural Communities Housing Development Corporation (RCHDC) staff reached out in October 2025 for any potential funding to support the Marigold Villas Project, which is a 32-unit development located at the corner of Brush and Orchard. After reviewing all the potential funding sources, staff found approximately $300,000 receipted program income from the HOME program eligible to support the Marigold Villas Project.

Staff has confirmed with the California Department of Housing & Community Development (HCD) that the Marigold Villas Project is HOME-eligible as a rental new construction or rental rehab (with or without acquisition). However, HCD staff is advising the County to consider whether it will be worth the time and expense to submit a HOME Program Application.
