The Board of Supervisors in June 2016 referred the development of cannabis ordinances to the General Government Standing Committee.  The Committee is currently developing a non-cultivation Cannabis Facility Business License and Zoning Regulation.  Staff recommends the Committee request the Board of Supervisors continue this item to the 2017 General Government Standing Committee and tentatively schedule a Committee Public Workshop to facilitate development for January  25, 2017 or January 27, 2017.

Previous Board/Board Committee Actions:

On June 7, 2016, the Board of Supervisors referred the development of cannabis ordinances to the Board's General Government Standing Committee.

 

Summary of Referral

On March 15 and May 16, 2016, the Board of Supervisors provided direction to staff to create a comprehensive ordinance that address all cannabis license types allowed under the State Medical Cannabis Regulation and Safety Act of 2015, in addition to cultivation. Although the General Government Committee is currently considering the development of cannabis ordinances, the Committee will be clearing all 2016 referrals by the end of the calendar year, and therefore, it is recommended that the Board refer the development of a Cannabis Facility Business License to the 2017 General Government Standing Committee and schedule a special Committee Public Workshop for January, 2017.  Staff will be working on the details of the workshop, including location and content, and will provide an update during the organizational meeting of the Board on January 10, 2017.
