Summary of Request

Staff has begun drafting an ordinance amending Chapter 9.31 and creating a new Chapter 9.30, pursuant to Board direction received on February 14.  During this process, staff identified several additional issues on which it would like direction, as discussed in the memorandum for this agenda item.
