Previous Board/Board Committee Actions:
On December 19, 2016, the Board of Supervisors received a presentation about EMS activities and an updated timeline related to Ordinance development and development of an EMS Exclusive Operating Area in Mendocino County. On February 7, 2017 the Board of Supervisors referred this matter to the Public Health, Safety, and Resources Committee. On February 14, 2017, the Board of Supervisors adopted an updated EMS Ordinance for Mendocino County.
Summary of Referral:
Several topics were requested by the Mendocino County Association of Fire Districts (MCAFD) and referred to this Standing Committee by the Board of Supervisors in February:
1) Boundary discrepancies between ambulance service areas and fire district/LAFCO boundaries
2) Mendocino County’s EMS Ordinance and the elimination of fire as a designated recipient of fees
3) EMS Policies and Procedures and the impacts on first responder agencies
Some of these topics were discussed with the full Board of Supervisors when they adopted the new EMS Ordinance on February 14, 2017. HHSA and Coastal Valleys Emergency Medical Services Agency (CVEMS) also attended a MCAFD meeting on February 15, 2017, and addressed the above topics. CVEMS participated in additional discussions with MCAFD representatives and LAFCO to develop better understandings about each entity’s roles and responsibilities.
