Summary of Request:
The County began contracting through an Administrative Services Organization (ASO) model in 2013 to provide specialty mental health services on behalf of Mendocino County as delineated in the Mental Health Plan (MHP) through the State Department of Health Care Services (DHCS). Since May 2013, Redwood Quality Management Company (RQMC) has been arranging specialty mental health services on behalf of Mendocino County children and youth 24 years and younger. After the resignation in March 2016 of the ASO contractor for adults age 25 and older, the Board of Supervisors approved a transition plan and contract with RQMC for adult specialty mental health services. The Board also directed the development of a Request for Proposals (RFP) process for a new contract to begin in January 2018 per the recommendation of the 2016 Kemper Consulting Group report, Review of Mendocino County’s Administrative Service Organization Model for the Delivery of Mental Health Services.
After discussions with Kemper Consulting Group and the assessment of pending changes in DHCS requirements for the local MHP, HHSA recommends contracts with RQMC through FY 2017-18 to arrange and pay for specialty mental health services through a comprehensive MHP and compliance with applicable laws, rules and regulations. This will allow for continuity of care and further stabilization of the mental health system prior to the release of an RFP. Kemper Consulting Group will continue to advise Mendocino County through this process.
RQMC supported a successful transition of adult services, made substantive improvements in the mental health service delivery system, and improved relationships with key community stakeholders over the past year. These improvements can be further stabilized and enhanced in FY 2017-18 through the implementation of a new Mental Health Services Act Plan and the Whole Person Care Pilot that will complement the ASO service agreements.
