RECOMMENDATION:

Accept the report updating the Standing Committee on the investigation into the past practices regarding increase in retirement costs, provide direction to staff regarding any further investigation.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
Approximately four years ago, then-County Supervisor Kendall Smith and then-County Counsel Jeanine B. Nadel initiated research of prior board actions relating to enhancing County pension plans; however, their work was incomplete prior to their leaving County service. On February 2, 2016, this item was referred by the Board of Supervisors to the General Government Committee. The General Government Committee met and discussed this topic during their February 8, 2016 Committee meeting. On September 12, 2016, the Board of Supervisors authorized staff to compete review of prior board actions relating to enhancing County pension plans, indicating whether or not State-mandated procedures were followed in the adoption of those enhancements. The estimate received to complete the related review is 80 hours, and therefore, the Board authorized the review not exceeding 80 hours of staff time. On December 20, 2016, the Board of Supervisors re-referred this back to the General Government Standing Committee.

SUMMARY OF REFERRAL:
Give direction to staff regarding any further investigation requested.
