Previous Board/Board Committee Actions:

By Resolution 12-045 (March 13, 2012) the Board of Supervisors supported the funding application for the preparation of a Feasibility study for Orchard Avenue Extension and designated the Director of Transportation as the County’s authorized agent for the applicable Caltrans Transportation Planning Grant.                     

 

Summary of Request

Caltrans has recently announced the availability of Transportation Planning Grants. The County Department of Transportation has a project that ideally fits the purpose of the Caltrans grants program ― preparation of a feasibility study for the Orchard Avenue Extension.  The project will extend Orchard Avenue from its current terminus with Brush Street, CR 217, to The Forks area.

 

The particular aspect of the Caltrans Transportation Planning Grants Program that’s applicable to the Department’s project is the Community-Based Transportation Planning (CBTP) Grant.  Cities and counties are eligible to apply directly for such grants and a local match is required.  The Department is applying for a grant in the total amount of $150,944 to conduct the feasibility study, including projected amounts of $170,500 from the Caltrans Transportation Planning Grants Program and $19,556 from the Mendocino Council of Governments (MCOG).  (It should be noted that the projected costs will occur in the FY 2017/18 budget and carry over to the FY 2018/19 and FY 2019/20 budgets.)

 

A requirement of the Caltrans CBTP Grants Program is that the grant applicant (County) adopts a Resolution which includes the title of the person authorized to enter into a contract with Caltrans on behalf of the applicant.  In our case, it is appropriate that the Director of Transportation be so authorized.

 

A draft Resolution that meets the requirements of the Caltrans CBTP Grants Program has been prepared for the Board’s consideration. 

 

The Director of Transportation recommends and requests that the Resolution be adopted.  Said Resolution will be a key component of the grant application package for the Orchard Avenue Extension feasibility study.  The deadline for submitting the grant funding application to Caltrans (electronically) is September 30, 2017.

 

Alternative Action/Motion:

Not adopt the proposed Resolution, foregoing possible grant funding support for the Orchard Avenue Extension Feasibility Study.
