November 14, 2016 16-1097 Ratification of 2016-17 application; July 19, 2016, Approval of Revenue Agreement No. 2016-29 with United States Department of Justice Drug Enforcement Agency.

Summary of Request

The US Department of Justice (DOJ) Drug Enforcement Agency (DEA) Domestic Cannabis Eradication Suppression Program (DCESP) 2017-18 Application is due in August each year.  This year the due date has been ambiguous with all of the changes at the Federal level.  Our DCESP liaison advised that although a set due date has yet to be established for the 2017-18 funding cycle, we should get our application submitted as soon as possible to secure our chances of receiving funding. Funding is established later in the year and allocated to each applicant.  These circumstances have caused a quick turn-around time for our application.  According to Mendocino County Policy No. 25, Section One, Number 4, if there is a time restriction that limits the department from going to the Board, the CEO may approve signing as long as the department takes the item to the Board of Supervisors at their next available meeting.  The Sheriff Office requested approval to submit the application from the CEO in late July and approval was given.  The application was submitted, accepted and we are now requesting ratification for the action.  Funding has not yet been determined by the US DOJ DEA DCESP office.  Once they announce Mendocino County’s award, a request for approval to accept the funding will be brought to the Board of Supervisors per County Policy No. 25.
