Previous Board/Board Committee Actions:

The Cannabis Ad Hoc Committee was appointed on July 18, 2018, to review the cannabis cultivation ordinance and recommend potential amendments.

Summary of Request

The Board appointed Supervisors Dan Hamburg and John McCowen as a Cannabis Ad Hoc Committee to review Chapter 10A.17, the cannabis cultivation ordinance, and recommend potential amendments. The Board further directed that the committee hold at least one public meeting to hear from stakeholders. The committee met with and heard from a diverse cross section of stakeholders and county staff and held a public meeting at the Willits Community Center on October 29. The ad hoc committee recommendations are contained in the attached Proposed Recommendations and Discussion Points which are divided into Major Discussion Points and Additional Recommendations.

Most of the Major Discussion Points, if approved of by the Board, will require changes to the County Zoning Code, which will require Planning Commission review prior to final Board consideration. Accordingly, the committee recommends that staff be directed to expeditiously present an amended ordinance incorporating any of the Additional Recommendations as approved of or as amended by the Board and that potential amendments incorporating any of the Major Discussion Points be presented separately.
