Summary of Request

The Mendocino County Mental Health Services Act (MHSA) Reversion Plan identified $679,476 available for Prevention and Early Intervention (PEI) services in Mendocino County. Mendocino Coast Hospitality Center (MCHC) will use $100,000 of these funds to provide stigma and discrimination reduction programs through vocational services and recovery opportunities. Services will be provided to participants with mental health challenges, who may be referred to MCHC by Welfare to Work, Mendocino College, MCHC, and other agencies serving clients who are or have been homeless. MCHC will use flexible training elements allowing people to participate in adaptable and individualized ways relating to their specific needs with the goal of becoming self-sufficient and productive members of their community in an effort to reduce stigma. Services shall meet the criteria for Mental Health Services Act Prevention and Early Intervention (PEI). MCHC will provide annual, twice annual and quarterly reports to Mendocino County. Mendocino County is then required to report metrics to the State including but not limited to the number of unduplicated clients and/or family members served including demographic information, specific underserved populations, and number of clients with Serious Mental Illness.

 

On February 26, 2019, Mendocino County Health and Human Services Agency (HHSA) planned this agreement for Board of Supervisors (BOS) review and approval. By mutual agreement with the BOS, HHSA pulled the agreement from the Consent Calendar to ensure there was no overlap of services with other MCHC agreements. Since then, HHSA Behavioral Health worked with MCHC’s Executive Director to make changes to this Agreement and confirm that it is specifically for vocation services and training to clients, while other contracts focus on outreach and supportive services. Changes to this Agreement include identifying Mental Health Services Act guidelines, rewording quarterly report expectations, and switching out the Attachment 2 to reduce staff costs and reorganize operational and supply costs.
