Adopt Resolution and approve retroactive Agreement with Employment Development Department in the amount of $75,010, to provide job development services to California Work Opportunity and Responsibility to Kids Job Services participants for the period of July 1, 2019 through June 30, 2020; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not exceed the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Health and Human Services Agency, California Work Opportunity and Responsibility to Kids (CalWORKs) Job Services provides employment and training services to recipients and applicants of the Temporary Assistance for Needy Families program. The Temporary Assistance for Needy Families program is a federally funded program that promotes job preparation and employment for families to become self- sufficient. CalWORKs Job Services provides funding for job development services as part of a broader commitment to families in need.

 

CalWORKs Job Services has been partnering with, and co-located with, Employment Development Department (EDD) since 1996. The proposed Agreement with EDD allows EDD staff to be available to provide direct placement and/or individualized job development services in order to support CalWORKs Job Services participants who are transitioning to self-sufficiency. Services associated with this contract include assessment of each participant’s employment goals and assistance with expanding job services by linking transferrable skills to broader occupational and industrial categories.

 

Health and Human Services Agency (HHSA) submitted this Agreement and a second Agreement for approval by the Board of Supervisors on June 18, 2019.  The June 18th agenda item was rejected because the Agreements could not be combined onto one agenda item.  This process necessitated a retroactive start date.
