Summary of Request:
Health and Human Services Agency, Behavioral Health and Recovery Services receives funds from the Substance Abuse and Mental Health Services Administration (SAMHSA) through the Mental Health Services Block Grant (MHBG), which is administered by the Department of Health Care Services (DHCS). The MHBG funds mental health services for adults with serious mental illness and children with serious emotional disturbance.
Redwood Community Services, Inc., DBA Redwood Community Crisis Center (RC3) provides emergency mental health crisis intervention services to the children, youth, and young adults in Mendocino County who are experiencing crisis episodes and need immediate support. RC3 will utilize funds from the proposed Agreement to continue to staff one Community Liaison and three Regional Support Team Members. These staff support youth experiencing First Episode Psychosis, by offering 24/7 crisis response, outreach and engagement, after care services, and collaboration with other community organizations.
Historically, the County drafts contracts utilizing MHBG funds at the start of the Fiscal Year based upon the previous year’s contracts. The County then amends the contracts after receiving final program approval from DHCS, usually mid-way through the Fiscal Year. The County issues payments for MHBG-funded contracts, including for any amended amounts, only after receipt of invoices for services provided.
Health and Human Services Agency (HHSA) submitted this Agreement and a second Agreement for approval by the Board of Supervisors on June 18, 2019. The June 18th agenda item was rejected because the Agreements could not be combined onto one agenda item. This process necessitated a retroactive start date.
