Approve retroactive amendment to BOS Agreement No. 16-044-A2 with GEO Reentry Services LLC (previously B.I. Incorporated d/b/a BI Correctional Services Inc.) in the amount of $360,000, for a total Agreement amount of $1,440,000, to provide day reporting services in Ukiah; modify the terms relating to the use of County facilities; extend the termination date from June 30, 2019 to June 30, 2020 (Effective July 1, 2019); authorize the Chief Probation Officer to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
The Board approved and signed the current agreement on June 21, 2016 for the period of July 1, 2016 through June 30, 2017, with an option to extend the term of the agreement three (3) times for a period of one (1) year per extension on the same terms and conditions. The Board approved the first of the amendments on August 15, 2017, extending the termination date from June 30, 2017 to June 30, 2018, and increasing the agreement by $360,000 for a total agreement amount of $720,000. The Board approved the second of the amendments on June 19, 2018, extending the termination date from June 30, 2018 to June 30, 2019, and increasing the agreement by $360,000 for a total agreement amount of $1,080,000.
Summary of Request:
In order to provide effective and intensive community supervision, the Community Corrections Partnership selected GEO Reentry Services to run the Adult Day Reporting Center (DRC). GEO provides a true evidence-based supervision program meeting all AB109 Community Supervision requirements. GEO’s program structure includes and incorporates all the requirements necessary for our AB109 programs, including, but not limited to, risk and needs assessments, behavior change plans, cognitive behavioral programs (individual, group and computer-based), substance abuse testing & treatment, graduated sanctions for probation violations, intensive probation supervision, employment and training assistance, case management, and program evaluation.
The amendment includes a modification to Exhibit A to include a provision that the County is providing building space to GEO to operate the DRC at a rental rate of $2,000 per month. The amendment also includes a modification of Exhibit B whereby GEO’s monthly service fee is increased from $30,000 to $32,000. However the additional $2,000 is deducted from the monthly amount owed to GEO to account for the value of the rental rate of the building space, which values offset each other and result in no additional change in the monthly amount paid under this Agreement.
The additional time required revise the amendment for change in the building use terms resulted in the contract being retroactive.
