Summary of Request:
The City of Ukiah is initiating a Downtown Streetscape Improvement Project with construction expected to begin in 2020. Phase I of the project will provide streetscape improvements in downtown Ukiah on State St, Perkins St, and Standley St, including sidewalk widening, curb ramps and bulb outs, streetlights, street furniture and tree planting. The project also includes a road diet between Henry St and Mill St that will maintain on-street parking while transforming the existing four-lane cross section into a three-lane cross section. The new profile will have one travel lane in each direction and a two-way center turn lane. Signal modifications will be made at each of the three signalized intersections (Standley, Perkins, Mill) to provide vehicle detection, and improve coordination. The work will also include a pavement overlay and pavement markings.
Project components include replacement of underground utilities and, where appropriate, the installation of sewer laterals that would otherwise be the responsibility of the property owner. Property owners in the area have been asked to provide the City of Ukiah with a signed Permit to Enter and Construct which will terminate upon completion of the Project.
Alternative Action/Motion:
Do not provide the City with a signed “Permit to Enter and Construct”, effectively removing the County properties from this project; provide direction to staff.
