Previous Board/Board Committee Actions:
In December of 2018 the Board of Supervisors prioritized and approved the creation of new projects for the Main Jail Roof Replacement and the EOC/Jail Programs Building Roof Replacement, funded with $1,000,000 of one time funds. In January of 2019 the Board authorized the transfer of an additional $1,000,000 from reserves to ensure that sufficient funding was available to proceed with these priority roof projects and the next phase of the Administration Center Roof and HVAC Equipment Project.
Summary of Request:
In May of 2019 the EOC/Jail Programs Roof and HVAC Replacement Project was issued for bid, and bids were received on June 6th. The low bid came from FRC, Inc. in the amount of $467,000. The work will be completed this year. The Executive Office, Facilities and Fleet Division recommends approval of contract award to FRC, Inc.
The bid for the Main Jail Roof and HVAC Equipment Replacement, including an allowance for rot repair, is $1,023,767, is from Garland/DBS. Awarding these projects and including sufficient funds for design, engineering and construction contingencies will require $1,520,000 of the $2,000,000 allocated for priority roof projects. The balance of $480,000 will be allocated to the Administration Center Phase 2 project per Board direction which will bring that project budget to $2,189,518.
Alternative Action/Motion:
Reject all bids and provide staff with further direction.
