Previous Board/Board Committee Actions:
The Mendocino County Board of Supervisors has filed for party status in the matters listed below and provided comments and testimony to the CPUC proceedings on issues of importance to the County and constituents. Additionally, County representatives have met with individual CPUC Commissioners, participated in Committee meetings and workshops.
1.(I.14-05-012) - Rural Call Completion
North Bay/North Coast Broadband Consortium (“NBNCBC”)
2.(19-06-015) - Order Instituting Investigation into PG&E’s role in the 2017 fires
This proceeding will determine the extent to which PG&E violated the CPUC’s rules about vegetation management, document retention, and infrastructure upkeep, and will impose a financial penalty on the utility.
3.(R.18-10-007) - SB 901-required proceeding)-Wildfire Mitigation Plans
In this proceeding, we will continue to play an active role in this expedited proceeding, which will directly affect how SB901 is implemented and determine the contents of wildfire mitigation plans of statewide utilities.
4.(R.18-12-005) (in part a proceeding required by SB 901)- De-Energization Rulemaking
This proceeding began in mid-December 2018 with the issuance of an order for rulemaking, which lays out the issues to be addressed in the proceeding.
5.(R.17-05-010) - Undergrounding: Possible Revision of Electric Rule 20.A
The CPUC initiated this proceeding in May 2017 to consider whether changes are warranted to “Electric Rule 20.A.” That Rule governs the system of credits that PG&E must grant to public entities toward the cost of undergrounding electrical utility lines. The formula used to determine credits benefits jurisdictions with more intense development, and disadvantages rural entities where the risk of wildfires due to above-ground electrical lines is greatest in sparsely populated areas.
6.(A.18-12-009) - PG&E 2020 General Rate Case
We are monitoring the filings but not participating actively.
Supervisor Carre Brown attended a CPUC workshop held in Santa Rosa in December 2018 along with County Counsel Katharine Elliott. The workshop’s focal point was Impacts from De-Energization: Focus on Vulnerable Populations. At that meeting Dr. Naveed Paydar introduced himself as the liaison to Counties from the CPUC.
Summary of Request:
The CPUC regulates privately owned electric, natural gas, telecommunications, water, railroad, rail transit, and passenger transportation companies, in addition to authorizing video franchises. There are five Governor-appointed Commissioners, as well as staff ensuring that consumers have safe, reliable utility service at reasonable rates, protecting against fraud, and promoting the health of California's economy. The CPUC holds regularly scheduled public meetings where at least three of the five commissioners (a quorum) meet to discuss and vote on proposed policies, rules and other issues. The CPUC's Commissioners hold public Committee Meetings typically twice a month the day before Voting Meetings.
Dr. Naveed Paydar is invited to give a presentation on the CPUC and his role in assisting Counties as the CPUC liaison.
