Summary of Request

The proposed Amendment to the Agreement between the Health and Human Services Agency, Behavioral Health and Recovery Services (BHRS), and Partnership HealthPlan of California (PHC) implements changes to the Supplemental Substance Abuse Benefit, also known as AODS Benefit. Effective July 1, 2019, counties, like Mendocino, that are still providing State Plan services may continue to bill PHC for AODS Supplemental Benefits for services that are not otherwise billable to the current Drug Medi-Cal system. This amendment allows BHRS to continue providing, and billing for Substance Use Disorder Treatment services through the current PHC billing system.

 

BHRS has also been working with PHC and eight other PHC counties on ways to expand Drug Medi-Cal services through California’s Medi-Cal 2020 waiver’s Drug Medi-Cal Organized Delivery System (DMC-ODS) demonstration project. Details about this new service opportunity will be available later this fall with potential implementation in calendar year 2020

 

Health and Human Services Agency received the proposed Amendment at the end of Fiscal Year 18-19. Discussions with PHC concerning facility locations listed in the original Agreement caused delays and necessitated this request for retroactive approval.
