On August 20, 2019 the Board of Supervisors adopted a response to the Grand Jury report titled “Measure B - Mental Health Treatment Act…Where Are We?”                     

 

Summary of Request

On Nov. 7, 2017 the voters of Mendocino County approved Measure B, the Mental Health Treatment Act to provide improved local facilities and services for treatment of mental health and other behavioral health disorders. On August 21, 2018 the Kemper Consulting Group presented the “Mendocino County Behavioral Health System Program Gap Analysis & Recommendations for Allocation of Measure B Revenues” (“Kemper Report”) which stated: Our assessment of Mendocino County’s current Mental Health service continuum is that it does not offer a robust set of alternative services that prevent crisis conditions and provide alternatives to inpatient psychiatric care. The system is heavily tilted toward responding to crisis conditions, with the primary service strategy of inpatient psychiatric care in out-of-county- facilities. The Kemper Report also contained a recommended Guiding Principle, Key Policy Decisions, and a Strategic Financing Plan for the use of Measure B Revenues. On January 23, 2019 the Mental Health Treatment Act Citizen’s Oversight Committee (Measure B Committee) unanimously approved acceptance of the Kemper Report “as a guideline for the Committee to make recommendations to the Board of Supervisors regarding program, priority and funding.” On June 19, 2019 the Mendocino County Grand Jury published a report titled “Measure B - Mental Health Treatment Act…Where Are We?” which expressed frustration with the amount of time it is taking to implement Measure B. The Grand Jury chose to focus on the need for local facilities, including a Crisis Stabilization Unit, a Crisis Residential Treatment Center and a Psychiatric Health Facility. On August 20, 2019 the Board of Supervisors adopted a response to the Grand Jury report which supported the need for crisis facilities but also highlighted the need for a full spectrum of improved services and treatment. The Board included as an attachment Sections X., XI. and XII of the Kemper Report which summarized current conditions and recommended adoption by the Board of Supervisors of a Guiding Principle, Key  Policy Decisions and a Strategic Financing Plan for the use of Measure B Revenues.

 

Consistent with the points made in the discussion section of the response to the Grand Jury, it is recommended that the Board of Supervisors formally adopt the following guiding principle for the use of Measure B revenues as recommended in Section XI. of the Kemper Report:

 

The guiding principle for the use of Measure B revenues is the development of a comprehensive mental health services continuum in Mendocino County that provides a broad range of services and supports that remediate mental health conditions at the earliest possible time and reduce the need for inpatient psychiatric utilization.

 

Additionally, it is recommended that the Board of Supervisors formally adopt the Key Policy Decisions and Recommended Actions as contained in Section XI. of the Kemper Report and the Proposed Measure B Strategic Financing Plan as contained in Section XII of the Kemper Report and request that the Measure B Committee provide recommendations to the Board of Supervisors consistent with the same. This request is consistent with the adoption by the Measure B Committee of the Kemper Report as a guideline for making recommendations to the Board of Supervisors. It is understood that specific policy and funding recommendations may vary from those contained in the Kemper Report but such recommendations ought to include a description and justification for the variance.
