None directly related to this request.  The Board regularly approves appointments in lieu of election when there are low numbers of candidates who file declaration of candidacy paperwork.                     

 

Summary of Request

Several Mendocino County Special Districts have their district elections in November of odd-numbered years.  When the number of candidates does not exceed the number of offices to be filled, and the district has not requested to have an election, the candidates do not go on the ballot, but rather, the Mendocino County Board of Supervisors shall appoint in-lieu of election those candidates who filed their declaration of candidacy paperwork.  The Board may also provide authorization for the appointment of qualified persons to fill remaining seats where there were insufficient candidates.  The Board must make these additional appointments prior to Election Day, on November 5, 2019.  Districts eligible for additional appointments include the Covelo Community Services District, Calpella County Water District, Laytonville County Water District, Willow County Water District, and Caspar South Water District.
