Summary of Request

The Continuum of Care (CoC) Program, as defined by the Federal Department of Housing and Urban Development, is designed to: promote community-wide commitment to the goal of ending homelessness; provide funding to quickly rehouse homeless individuals and families while minimizing trauma; promote access to and effect utilization of mainstream programs; and optimize self-sufficiency among individuals and families experiencing homelessness.

 

In support of the CoC program, the California Housing and Community Development Department (HCD) announced availability of California Emergency Solutions and Housing Program (CESH) funds for local CoCs to assist persons who are experiencing or are at risk of homelessness. Amounts to be allocated to each CoC are based on a formula that includes the 2017 Point-in-Time Count, the number of extremely low-income households that pay more than 50 percent of household income on rent, and the percentage of households below the federal poverty line. The CESH allocation was expected to be issued to the Health and Human Services Agency (HHSA) through two rounds of funding.

 

When applying for Mendocino County’s CESH allocation of $927,448, HHSA doubled the funds for a total maximum allocation of $1,854,896, per instructions from the original Notice of Funding Availability (NOFA). On November 13, 2018, the Board of Supervisors (BOS) adopted a resolution approving HHSA’s application for CESH funds, and authorized execution of Standard Agreements for these funds. On March 21, 2019, the HCD issued a second NOFA for Round 2 CESH funds, and asked HHSA to process another Resolution authorizing receipt of Round 2 funds in the amount of approximately $494,582, and authorizing the HHSA Director or designee to sign the Standard Agreement for Round 2 funding upon receipt. HCD requested that this Resolution also reference the entire maximum CESH allocation available to Mendocino County, up to $1,854,896. Issuance of the Standard Agreement for Round 2 funding is contingent upon the Board of Supervisors adopting the proposed Resolution, which affirms the Health and Human Services Agency as the Administrative Entity for MCHSCoC and authorizes its Director to sign the grant agreement and amendments on behalf of MCHSCoC. MCHSCoC will retain ultimate control and decision-making related to distribution of CESH funds.

 

MCHSCoC will use CESH funds for one or more of several eligible activities, including rental assistance, housing relocation, stabilization services, operating subsidies for new and existing permanent housing units, navigation, street outreach, and Homeless Management Information System and Coordinated Entry System expenses. Administrative costs are capped at 5% of program funds.
