Previous Board/Board Committee Actions:
By Resolution Number (No.) 13-011 (February 12, 2013), the Board approved the Airport Layout Plan for the Round Valley Airport. By Resolution No. 18-185 (December 4, 2018), the Board approved the Airport Capital Improvement Plan for Round Valley Airport for Fiscal Years 2019-2024. By Resolution No. 19-018 (January 22, 2019), the Board ratified the application for Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant funds for design of the runway and shoulder pavement rehabilitation at Round Valley Airport and authorized the Director of Transportation to execute the grant agreement.
Summary of Request:
In 2015, FAA notified Mendocino County Department of Transportation (DOT) of Round Valley Airport’s change in classification from basic to unclassified due to its small number of based aircraft. This change in classification meant Round Valley Airport became ineligible to receive AIP grant funds with the exception of one runway pavement rehabilitation project each ten years. Since the most recent runway pavement project was completed in 2010, Round Valley will soon be eligible again for rehabilitation funds. In preparation for construction, DOT has been awarded an AIP grant, in the amount of $67,800, for the design of the runway and shoulder pavement rehabilitation, which is currently planned for construction in Fiscal Year 2021. This grant requires a 10% local match of $6,780 and was budgeted in Fiscal Year 2019/20 through Budget Unit 3050. DOT Agreement 190034 provides for engineering design services for the project. Mead & Hunt, Inc., has agreed to perform the required work for a not-to-exceed amount of $67,800. In order to facilitate timely completion of work, DOT believes it is prudent to request a 10% contingency in the amount of $6,780 for unforeseen additional work that may need to be performed and authorize the Director of Transportation to sign any and all amendments up to that amount. DOT is also requesting authorization to apply for 5% AIP matching funds from California Department of Transportation (Caltrans) Division of Aeronautics and to authorize the Director of Transportation to accept the grant and execute the grant agreement on behalf of Mendocino County if awarded.

Do not approve and execute DOT Agreement No. 190034 and do not authorize submission of application for Caltrans AIP Matching Grant.
