Previous Board/Board Committee Actions:
On June 16, 2015 the Board approved a three year agreement with CAL-FIRE for fire and emergency dispatch services for the term of July 1, 2015 through June 30, 2018 with a not to exceed amount of $1,944,389.16. On January 22, 2019 the Board appointed Supervisor Williams and Supervisor McCowen as an ad hoc committee regarding dispatch services for fire and emergency response.
Summary of Request:
For approximately 30 years, the County of Mendocino has contracted with CAL-FIRE for dispatch services for fire and emergency medical response. The contract amount is the maximum that may be charged with CAL-FIRE billing for its actual cost. As part of the Exclusive Operating Area (EOA) RFP process, the County originally proposed issuing a combined RFP for EOA and dispatch services. The Board of Supervisors directed that the RFPs be issued separately and subsequently directed that the RFP for dispatch services not be issued and that the County negotiate a new agreement with CAL-FIRE, possibly in collaboration with one or more cities. According to CAL-FIRE there would be no cost savings for a combined contract since CAL-FIRE bills on an actual cost basis.
The proposed contract for FY 2018-20 has a total maximum cost of $1,373,533.00 with a maximum of $670,016.00 for FY 2018/19 and $703,517.00 for FY 2019/20. This agreement has been delayed due in part to uncertainties associated with the EOA process and in part to staff turnover at CAL-FIRE. The term of the previous contract was through June 30, 2018 but provided for a one year extension which has now expired. The actual billing for FY 2018/19 is $422,487.09, well below the maximum contract amount of $670,016.00. The ad hoc committee recommends approval of this agreement via adoption of the attached resolution and continuation of the ad hoc committee for the purpose of better understanding the dispatch and cost accounting process which is the underlying basis for this agreement.
