Summary of Request:
On July 11, 2017, the Board of Supervisors (BOS) approved the grant Agreement with California Department of Health Care Services (CDHCS) in the amount of $400,000 to implement the Strategic Prevention Framework Partnerships for Success Strategies (SPF PFS) relating to Opioid Abuse Prevention from July 1, 2017 through June 30, 2021. Grant funds are used for preventing opioid abuse, especially among youth and underserved populations, as well as in the general population.
On September 12, 2017, the BOS approved the revised grant agreement for SPF PFS, including a revised budget with increased funds for Public Awareness. These extra funds will be used through this contract with Mendocino County Youth Project (MCYP). MCYP has participated in PFS grant activities in previous years and is already uniquely positioned inside schools to continue to provide prevention services in County School District Junior and High Schools. Through this new contract, MCYP will implement the EVERFI opioid education curriculum, an interactive education program with modules and activities, which focuses on youth-based prescription opioid misuse prevention.
The Agreement with MCYP for Opioid Education services in Fiscal Year (FY) 2018-19 expired on June 30, 2019. The Health and Human Services Agency (HHSA), Public Health requests retroactive approval of this Agreement with MCYP due to staffing changes at Public Health. The contract process was delayed because the person in charge of managing this contract left County employment. Processing of the contract took place shortly after new staff was in place. This Agreement has a retroactive start date because MCYP continued providing services in good faith.
