Summary of Request:
The Continuum of Care (CoC) Program, as defined by the Federal Department of Housing and Urban Development, is designed to: promote community-wide commitment to the goal of ending homelessness, provide funding to quickly rehouse individuals and families experiencing homelessness while minimizing trauma, promote access to and effect utilization of mainstream programs, and optimize self-sufficiency among individuals and families experiencing homelessness.
In support of the CoC Program, the California Department of Housing and Community Development (HCD) issued funding for the California Emergency Solutions and Housing (CESH) Program to provide direct assistance to local CoCs to address California’s homeless crisis. On November 13, 2018, the Board of Supervisors authorized Health and Human Services Agency (HHSA) to apply for a CESH allocation up to $1,854,896, which anticipated two rounds of funding from the HCD, on behalf of the Mendocino County Homeless Services Continuum of Care (MCHSCoC).
MCHSCoC plans to execute five subcontracts utilizing CESH funds based on responses to a Request for Projects (RFP) that it issued before the CESH application was finalized. Ford Street Project (FSP) is one of the CESH subcontractors, and will use funds through the contract being considered today, to provide services to families and individuals experiencing homelessness. FSP has previous experience serving homeless families at both the Buddy Eller Center and Unity Village Shelters. FSP has designed homeless services for families with special attention to the needs of children, and developed six dormitories to serve families experiencing homelessness, or at the risk of homelessness. The dormitories provide separate living quarters for each family, with breakfast and dinner served daily in the Community Dining Room. Under this new contract, FSP will hire and supervise Client Services Staff through the Unity Village Program to develop housing stabilization plans for a minimum of 14 households. FSP will provide support for shelter diversion, including bus tickets, grocery gift cards, and rent arrears. Families will be provided with a safe place to sleep, bathe and have access to healthy food, in addition to other supports/programs to help families regain self-sufficiency. FSP will also hire and supervise a Program Supervisor and Program Director to oversee services.
Four additional CESH-funded agreements with the following subcontractors are forthcoming: Redwood Community Services in the amount of $384,613 to provide rental assistance, housing relocation and stabilization services, and operating support for emergency housing interventions; Mendocino Coast Hospitality Center in the amount of $148,285 to provide Critical Time Intervention; Community Development Commission of Mendocino County in the amount of $123,520 to provide housing stabilization and prevention services; and the City of Fort Bragg in the amount of $11,724 to assist non-local adults, youth and families experiencing homelessness to return to their communities of origin.
