PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On January 11, 2011, the Board of Supervisors approved City of Fort Bragg/County of Mendocino Joint Powers Agreement (JPA #11-007, amended September 19, 2016, #16-082) for Caspar Landfill and Solid Waste Transfer Station (the "JPA").
SUMMARY OF REQUEST:
The consent of the Board of Supervisors is required in order to fund an agreement with Diversion Strategies, LLC, for the purpose of evaluating the financial viability of the Central Coast Transfer Station project and considering alternative options.
Paragraph 6 of the JPA provides for the development of a new central coast transfer station as follows:
Replacement or expansion of the Caspar Transfer Station is necessary to accommodate commercial solid waste collection trucks and allow long-haul direct transfer to a destination landfill. County and City shall cooperate in a siting and development project to provide such an expanded facility, either at the Caspar property or another site, and shall amend this Agreement as necessary to implement the expansion.
Pursuant to Paragraph 5 of the JPA, the operator of the Caspar Transfer Station (Solid Waste of Willits) pays to the County $3/cubic yard of solid waste and recyclables that enter the transfer station. Thi...
