Previous Board/Board Committee Actions:
On January 11, 2011, the Board of Supervisors approved City of Fort Bragg/County of Mendocino Joint Powers Agreement (JPA #11-007, amended September 19, 2016, #16-082) for Caspar Landfill and Solid Waste Transfer Station (the “JPA”).
Summary of Request:
The consent of the Board of Supervisors is required in order to fund an agreement with Diversion Strategies, LLC, for the purpose of evaluating the financial viability of the Central Coast Transfer Station project and considering alternative options.
Paragraph 6 of the JPA provides for the development of a new central coast transfer station as follows:
Replacement or expansion of the Caspar Transfer Station is necessary to accommodate commercial solid waste collection trucks and allow long-haul direct transfer to a destination landfill. County and City shall cooperate in a siting and development project to provide such an expanded facility, either at the Caspar property or another site, and shall amend this Agreement as necessary to implement the expansion.
Pursuant to Paragraph 5 of the JPA, the operator of the Caspar Transfer Station (Solid Waste of Willits) pays to the County $3/cubic yard of solid waste and recyclables that enter the transfer station. This generates about $55,000 per year. The money is managed on behalf of the City and County by the Mendocino Solid Waste Management Authority (MSWMA) and the account holding these funds currently contains approximately $120,000.
The previous effort to effort to secure a site for the Central Coast Transfer Station stalled after the environmental work was completed in 2016 for the Highway 20 site in Jackson State Forest, when the California Department of Parks & Recreation declined to participate in the necessary land transfer.
Based on discussions by the JPA's established Joint Coordinating Committee (JCC) in 2019, it was recommended that a request for proposals be issued in order to further search for a replacement site for the Caspar Transfer Station. City staff volunteered to issue a request for proposals and manage the procurement process. At its July 18, 2019, meeting, the JCC recommended entering into a $57,850 contract with Diversion Strategies, LLC.
