Summary of Request

The Continuum of Care (CoC) Program, as defined by the Federal Department of Housing and Urban Development, is designed to: promote community-wide commitment to the goal of ending homelessness, provide funding to quickly rehouse individuals and families experiencing homelessness while minimizing trauma, promote access to and effect utilization of mainstream programs, and optimize self-sufficiency among individuals and families experiencing homelessness.

 

In support of the CoC Program, the California Department of Housing and Community Development (HCD) issued funding for the California Emergency Solutions and Housing (CESH) Program to provide direct assistance to local CoCs to address California’s homeless crisis. On November 13, 2018,  the Board of Supervisors authorized Health and Human Services Agency (HHSA) to apply for a CESH allocation up to $1,854,896, which anticipated two rounds of funding from the HCD, on behalf of the Mendocino County Homeless Services Continuum of Care (MCHSCoC). 

 

MCHSCoC plans to execute five subcontracts utilizing CESH funds based on responses to a Request for Projects (RFP) that it issued before the CESH application was finalized. Community Development Commission (CDC) is one of the subcontractors, and will use CESH funds through the contract being considered today, to provide services to families and individuals experiencing homelessness. CDC currently operates a number of housing programs for Mendocino County, including Section 8, Shelter Plus Care, and Veterans Housing rental assistance. CDC also manages their own housing throughout the county and administers programs that provide funding for home purchases and housing rehabilitation. Under this new contract, CDC will hire and supervise a Homeless Prevention Specialist to provide housing stabilization. The Homeless Prevention Specialist will facilitate processes in-house to correct any program deficiencies and will provide intervention with landlords when lease compliance issues arise. Participants receiving services from CDC under this contract will receive coordination, communication, and facilitation of services to assist them in maintaining housing, rental subsidy, and housing stability. CDC will also hire and supervise a Housing Manager to support program implementation, as needed.

 

Four additional CESH-funded agreements with the following subcontractors are forthcoming: Redwood Community Services in the amount of $384,613 to provide rental assistance, housing relocation and stabilization services, and operating support for emergency housing interventions; Mendocino Coast Hospitality Center in the amount of $148,285 to provide Critical Time Intervention; Ford Street Project in the amount of $583,871 to provide housing stabilization plans; and the City of Fort Bragg in the amount of $11,724 to assist non-local homeless adults, youth, and families return to their communities of origin.
