Summary of Request

Mendocino County Library would like to participate in the High-Speed Broadband for California Public Libraries project to potentially join the California Research and Education Network (CalREN) which connects the vast majority of research, education institutions, and libraries in the state. The letters of agency allow the CENIC consortium, a 501©(3) non-profit organization, to include the library as an Associate in this year’s RFP to improve connectivity, and to allow participation in the California Teleconnect Fund program discounts run by the California Public Utility Commission (CPUC).

Participating in the RFP does not commit the library to any proposals. After CENIC has received quotes from broadband providers, the Califa Group will assemble a proposal and present it to us for consideration. If the library chooses to participate in the proposals, the library will select bandwidth use and upgrade contracts; CENIC will provide annual procurement and handle all Category 1 E-rate filing and processes on behalf of the Library for fiscal years 2020/21, 2021/22, and 2022/23. The first year invoices are paid by the Library with substantial reimbursements starting at least nine months after the connection, and continue for as long as the program is available and the Library participates.
