Summary of Request

The Continuum of Care (CoC) Program, as defined by the Federal Department of Housing and Urban Development, is designed to: promote community-wide commitment to the goal of ending homelessness; provide funding to quickly rehouse individuals and families experiencing homelessness while minimizing trauma; promote access to and effect utilization of mainstream programs; and optimize self-sufficiency among individuals and families experiencing homelessness.

 

In support of the CoC Program, the California Department of Housing and Community Development issued funding for the California Emergency Solutions and Housing (CESH) Program to provide direct assistance to local CoC’s to address California’s homeless crisis. On November 13, 2018, the Board of Supervisors authorized Health and Human Services Agency (HHSA) to apply for a CESH allocation up to $1,854,896, which anticipated two rounds of funding from the Department of Housing and Community Development, on behalf of the Mendocino County Homeless Services Continuum of Care (MCHSCoC). 

 

MCHSCoC plans to execute five subcontracts utilizing CESH funds based on responses to a Request for Projects (RFP) that it issued before the CESH applications were finalized. Mendocino Coast Hospitality Center (MCHC) is one of the subcontractors. MCHC has been operating a shelter for the coast’s population experiencing homelessness since 1986. In recent years, MCHC has added additional services for individuals experiencing homelessness and individuals who are mentally ill - including Transitional Housing projects, case management services, vocational services, mental health services, and more. With this funding, MCHC will pilot the Critical Time Intervention (CTI) program to newly housed homeless adults and families exiting from transitional housing and/or emergency shelter programs. CTI is an evidenced-based practice that has demonstrated success in larger metropolitan areas with keeping newly housed individuals or families in housing longer. The CTI program is a nine month intervention in which the CTI team maintains continuity of care during the transition to the community, while simultaneously passing responsibility onto community supports. The goal is to increase the length of time that people remain in permanent housing. Activities associated with this goal include hiring a full time CTI Interventionist, hiring a .25 full time equivalent Rehabilitation Specialist, purchasing a van to transport clients to ancillary services, and sending two staff to a two day CTI training.

 

Four additional CESH-funded agreements with the following subcontractors are forthcoming: Redwood Community Services in the amount of $384,613 to provide rental assistance, housing relocation and stabilization services, and operating support for emergency housing interventions; Community Development Commission of Mendocino County in the amount of $123,520 to provide housing stabilization and prevention services; Ford Street Project in the amount of $583,871 to provide housing stabilization plans; and the City of Fort Bragg in the amount of $11,724 to assist non-local adults, youth, and families experiencing homelessness to return to their communities of origin.
