Summary of Request:
In California and its subdivisions, the people may directly create law through referendum. A lack of implementation or reasonable defense by government of such laws is in effect a veto, a power the Board of Supervisors does not hold. Where a petition garners enough signatures, is deemed to conform to the relevant laws through County Counsel review, is placed on ballot and gains approval in popular vote, the language shall become law in full force.
