SUMMARY OF REQUEST:
Cannabis regulation through law enforcement is expensive. Militarized enforcement is an ingredient for childhood trauma. Satellite imagery has the potential to transition the first line of compliance to code enforcement without the need for field visits. The code enforcement approach can ensure fees and minimum cultivation taxes are collected from all cultivators, whether permitted or not. The Board of Supervisors does not direct activities of the elected Sheriff. Cannabis ordinance enforcement through code enforcement would be complementary to any programs operated by the Sheriff.
