Approve retroactive Agreement with North Coast Opportunities, Inc. in the amount of $100,000 to complete and support the 2020 Community Healthy Improvement Plan, effective November 1, 2019 through June 30, 2020; authorize the Health and Human Services Agency Director or designee to sign any amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

In 2011, the Health and Human Services Agency Advisory Board launched the Healthy Mendocino initiative with the goal of improving the quality of life in Mendocino County. With support from a coalition of community partners, Healthy Mendocino sponsors projects that encourage informed dialogue about the actions local residents and organizations can take to improve community health. One such project is the Community Healthy Improvement Plan (CHIP). CHIP, which builds on the Community Health Needs Assessment completed in early 2016, engages citizens and organizations within Mendocino County to improve local health and the factors that influence it.

 

In support of Healthy Mendocino, and pursuant to the proposed Agreement, North Coast Opportunities (NCO) will complete the 2020 CHIP by June 30, 2020, and include all requirements needed for Public Health Accreditation. Additional expectations include: convening listening groups to provide opportunities for community input about obstacles and suggestions; identifying existing assets, programs, or policies countywide in the three priority areas of mental health, domestic abuse, and substance abuse; overseeing implementation and management of CHIP; and regularly updating the Healthy Mendocino website to reflect the work accomplished through the Agreement.

 

HHSA prepared this contract for Board approval on October 22, 2019, but postponed it to November 5, 2019, to accommodate a final discussion between HHSA and NCO related to provision of services. Therefore, HHSA requests approval of the retroactive start date of November 1, 2019.
