Adopt Resolution approving an increase of the Mendocino Solid Waste Management Authority Surcharge Fee from $5.00 per ton to $6.50 per ton and authorizing the Chief Executive Officer or his or her designee, to review and approve any requests for pass-through rate adjustments that may result from the surcharge fee increase pursuant to the terms of the relevant Solid Waste Franchise Agreement (County-Wide); and authorize Chair to sign same.

The original Mendocino Solid Waste Management Authority (MSWMA) Joint Powers Agreement (JPA) was approved in October of 1990.                     

 

Summary of Request

MSWMA’s budget has traditionally been funded approximately 50% by grants, and 50% through a surcharge on total solid waste delivered to destination landfills.  This surcharge cost is a pass-through to solid waste customers by each solid waste service company franchised by the County, meaning this funding actually comes from the curbside rates and the self-haulers fees paid.  A $1.50 per ton increase in the solid waste tipping fee at all destination landfills has been agreed to by the MSWMA Commission, but it must also be approved by each Member Agency.  This additional fee is expected to create a balanced budget for MSWMA who provides many needed services including hazardous waste disposal and illegal dumpsite cleanup.  On September 4, 2019, the City of Ukiah took action to approve additional tipping fee, subject to all other agencies agreeing to the same terms.   After all Member Agencies have approved the $1.50 per ton increase disposal tipping fee, staff seeks authorization to approve the subsequent pass through rate increases to customers under the County’s solid waste contracts (expected to be between 2% to 4% depending on location) - all fee increases are expected to start January 1, 2020, concurrent with the other Member Agencies fee increase approvals.
