Summary of Request:
The Health and Human Services Agency (HHSA) is currently recruiting for the position of Public Health Director, which has been vacant since May of 2019. At that time, Carol Mordhorst of Mordhorst Services, Inc., held a contract with HHSA to provide assistance with development and implementation of the Whole Person Care pilot project. In June 2019, HHSA amended that contract to include additional services related to administrative and program support of HHSA’s Public Health Branch. This arrangement has been particularly beneficial to HHSA as Ms. Mordhorst served as Mendocino County’s Public Health Director for fifteen years, from 1991 through 2006. Additionally, she has worked as a consultant providing specialized services, such as community engagement, strategic planning, and meeting facilitation and planning, for government and nonprofit organizations.
Today’s item requests approval of a second amendment to the contract with Mordhorst Services, Inc., to increase the amount and extend the end date through the end of the fiscal year. Execution of this amendment will allow Ms. Mordhorst to continue to support operations of HHSA’s Public Health Branch while HHSA works with Human Resources to fill the Public Health Director position.
